Article1AIMOFTHENEGOTIATIONSTheaimoftheIsraeliPalestiniannegotiationswithinthecurrentMiddleEastpeaceprocessis,amongotherthings,toestablishaPalestinianInterimSelf-GovernmentAuthority,theelectedCouncil,(the"Council")forthePalestinianpeopleintheWestBankandtheGazaStrip,foratransitionalperiodnotexceedingfiveyears,leadingtoapermanentsettlementbasedonSecurityCouncilResolutions242and338.

ArticleIIIELECTIONS
1.InorderthatthePalestinianpeopleintheWestBankandGazaStripmaygovernthemselvesaccordingtodemocraticprinciples,direct,freeandgeneralpoliticalelectionswillbeheldfortheCouncilunderagreedsupervisionandinternationalobservation,whilePalestinianpolicewillinsurepublicorder.
2.AnagreementwillbeconcludedontheexactmodeandconditionsoftheelectionsinaccordancewiththeprotocolattachedasAnnexI,withthegoalofholdingtheelectionsnotlaterthanninemonthsaftertheentryintoforceofthisDeclarationofPrinciples.
3.TheelectionswillconstituteasignificantinterimpreparatorysteptowardtherealizationofthelegitimaterightsofthePalestinianpeopleandtheirjustrequirements.
ArticleIVJURISDICTION
JurisdictionoftheCouncilwillcoverWestBankandGazaterritory,exceptforissuesthatwillbenegotiatedinthepermanentstatusnegotiations.ThetwosidesviewtheWestBankandGazaStripasasingleterritorialunit,whoseintegritywillbepreservedduringtheinterimperiod.
ArticleVTRANSITIONALPERIODANDPERMANENTSTATUSNEGOTIATIONS
1.Thefive-yeartransitionalperiodwillbeginuponthewithdrawalfromtheGazastripandJerichoarea.
2.Permanentstatusnegotiationswillcommenceassoonaspossible,butnotlaterthanthebeginningofthethirdyearoftheinterimperiodbetweentheGovernmentofIsraelandthePalestinianpeoplerepresentatives.
3.Itisunderstoodthatthesenegotiationsshallcoverremainingissues,including:Jerusalem,refugees,settlements,securityarrangements,border,relationsandcooperationwiththeirneighbors,andotherissuesofcommoninterest.
4.Thetwopartiesagreedthattheoutcomeofthepermanentstatusnegotiationsshouldnotbeprejudicedorpreemptedbyagreementsreachedfortheinterimperiod.
ArticleVIPREPARATORYTRANSFEROFPOWERSANDRESPONSIBILITIES
1.UpontheentryintoforceofthisDeclarationofPrinciplesandwithdrawalfromtheGazaandJerichoarea,atransferofauthorityfromIsraelimilitarygovernmentanditsCivilAdministrationtotheauthorizedPalestiniansforthistask,asdetailedherein,willcommence.ThistransferofauthoritywillbeofpreparatorynatureuntiltheinaugurationoftheCouncil.
2.ImmediatelyaftertheentryintoforceofthisDeclarationofPrinciplesandthewithdrawalfromtheGazaStripandtheJerichoarea,withtheviewofpromotingeconomicdevelopmentintheWestBankandGazaStrip,authoritywillbetransferredtothePalestiniansonthefollowingspheres:educationandculture,health,socialwelfare,directtaxation,andtourism,thePalestiniansidewillcommenceinbuildingthePalestinianpolice,asagreedupon.PendingtheinaugurationoftheCouncil,thetwopartiesmaynegotiatethetransferofadditionalpowersandresponsibilities,asagreedupon.
ArticleVIIINTERIMAGREEMENT
1.TheIsraeliandPalestiniandelegationswillnegotiateanagreementontheinterimperiod(the"InterimAgreement").
2.TheInterimAgreementshallspecify,amongotherthings,thestructureoftheCouncil,thenumberofitsmembers,andthetransferofpowersandresponsibilitiesfromtheIsraelimilitarygovernmentanditsCivilAdministrationtotheCouncil.TheInterimAgreementshallalsospecifytheCouncil'sexecutiveauthority,legislativeauthorityinaccordancewithArticleIXbelow,andtheindependentPalestinianjudicialorgans.
3.TheInterimAgreementshallincludearrangements,tobeimplementedupontheinaugurationoftheCouncil,fortheassumptionbytheCouncilofallofthepowersandresponsibilitiestransferredpreviouslyinaccordancewithArticleVIabove.
4.InordertoenabletheCounciltopromoteeconomicgrowth,uponitsinauguration,theCouncilwillestablish,amongotherthings,aPalestinianElectricityAuthority,aGazaSeaPortAuthority,aPalestinianDevelopmentBank,aPalestinianExportPromotionBoard,aPalestinianEnvironmentalAuthority,aPalestinianLandAuthorityandaPalestinianWaterAdministrationAuthority,andanyotherauthoritiesagreedupon,inaccordancewiththeInterimAgreementthatwillspecifytheirpowersandresponsibilities.
5.AftertheinaugurationoftheCouncil,theCivilAdministrationwillbedissolved,andtheIsraelimilitarygovernmentwillbewithdrawn.
ArticleVIIIPUBLICORDERANDSECURITY
InordertoguaranteepublicorderandinternalsecurityforthePalestiniansoftheWestBankandGazaStrip,theCouncilwillestablishastrongpoliceforce,whileIsraelwillcontinuetocarrytheresponsibilityfordefendingagainstexternalthreats,aswellastheresponsibilityforoverallsecurityofIsraelisforthepurposeofsafeguardingtheirinternalsecurityandpublicorder.
ArticleIXLAWSANDMILITARYORDERS
1.TheCouncilwillbeempoweredtolegislate,inaccordancewiththeInterimAgreement,withinallauthoritiestransferredtoit.

ArticleXJOINTISRAELI-PALESTINIANLIAISONCOMMITTEE
InordertoprovideforasmoothimplementationofthisDeclarationofPrinciplesandanysubsequentagreementspertainingtotheinterimperiod,upontheentryintoforceofthisDeclarationofPrinciples,aJointIsraeli-PalestinianLiaisonCommitteewillbeestablishedinordertodealwithissuesrequiringcoordination,otherissuesofcommoninterest,anddisputes.
ArticleXIISRAELI-PALESTINIANCOOPERATIONINECONOMICFIELDS
RecognizingthemutualbenefitofcooperationinpromotingthedevelopmentoftheWestBank,theGazaStripandIsrael,upontheentryintoforceofthisDeclarationofPrinciples,anIsraeli-PalestinianEconomicCooperationCommitteewillbeestablishedinordertodevelopandimplementinacooperativemannertheprogramsidentifiedintheprotocolsattachedasAnnexIIIandAnnexIV.
ArticleXIILIAISONANDCOOPERATIONWITHJORDANANDEGYPT
ThetwopartieswillinvitetheGovernmentsofJordanandEgypttoparticipateinestablishingfurtherliaisonandcooperationarrangementsbetweentheGovernmentofIsraelandthePalestinianrepresentativesononehand,andtheGovernmentsofJordanandEgypt,ontheotherhand,topromotecooperationbetweenthem.ThesearrangementswillincludetheconstitutionofaContinuingCommitteethatwilldecidebyagreementonthemodalitiesofadmissionofpersonsdisplacedfromtheWestBankandGazaStripin1967,togetherwithnecessarymeasurestopreventdisruptionanddisorder.OthermattersofcommonconcernwillbedealtwithbytheCommittee.
ArticleXIIIREDEPLOYMENTOFISRAELIFORCES
1.AftertheentryintoforceofthisDeclarationofPrinciples,andnotlaterthantheeveofelectionsfortheCouncil,aredeploymentofIsraelimilitaryforcesintheWestBankandtheGazaStripwilltakeplace,inadditiontowithdrawalofIsraeliforcescarriedoutinaccordancewithArticleXIV.
2.Inredeployingitsmilitaryforces,Israelwillbeguidedbytheprinciplethatitsmilitaryforcesshouldberedeployedoutsidepopulatedareas.
3.FurtherredeploymentstospecifiedlocationwillbegraduallyimplementedcommensuratewiththeassumptionofresponsibilityforpublicorderandinternalsecuritybythePalestinianpoliceforcepursuanttoArticleVIIIabove.
ArticleXIVISRAELIWITHDRAWALFROMTHEGAZASTRIPANDJERICHOAREA
IsraelwillwithdrawfromtheGazaStripandJerichoarea,asdetailedintheprotocolattachedasAnnexII.
ArticleXVRESOLUTIONOFDISPUTES
1.DisputesarisingoutoftheapplicationorinterpretationoftheDeclarationofPrinciples,oranysubsequentagreementspertainingtotheinterimperiod,shallberesolvedbynegotiationsthroughtheJointLiaisonCommitteetobetablishedpursuanttoArticleXabove.
2.Disputeswhichcannotbesettledbynegotiationsmaybesolvedbyamechanismofconciliationtobeagreeduponbytheparties.
3.Thepartiesmayagreetosubmittoarbitrationdisputeslatingtotheinterimperiod,whichcannotbesettledthroughreconciliation.Tothisend,upontheagreementofbothparties,thepartieswillestablishanArbitrationCommittee.
ArticleXVIISRAELI-PALESTINIANCOOPERATIONCONCERNINGREGIONALPROGRAMS
Bothpartiesviewthemultilateralworkinggroupsasanappropriateinstrumentforpromotinga"MarshallPlan,"thefortheWestBankandGazaStrip,asindicatedintheprotocolattachedasAnnexIV.
ArticleXVIIMISCELLANEOUSPROVISIONS
1.ThisDeclarationofPrincipleswillenterintoforceonemonthafteritssigning.
2.AllprotocolsannexedtothisDeclarationofPrinciplesandAgreedMinutespertainingtheretoshallberegardedasanintegralparthereof.
