歐盟起源
20世紀40年代，西歐國家感到，要在美蘇兩大國之間保證自己的安全，提高國際地位，加快經濟發展，必須聯合起來，因此力推歐洲一體化進程。歐洲一體化可分五個層次：建立自由貿易區、關稅同盟、統一大市場、經濟貨幣聯盟和政治聯盟。歐Qq洲單一市場
1985年，法國前財政部長雅克·德洛爾開始擔任歐共體委員會主席。同年6月，在米蘭首腦會議上，歐洲委員會正式提出要在歐共體內部建立“無國界”的統一大市場，真正實行人員、商品、資本、服務的自由流通。1986年歐共體簽署《歐洲單一檔案》，計畫創建單一市場，同年西班牙和葡萄牙加入歐共體。1993年1月1日，歐洲統一大市場正式投入運作。CE標誌
其原則如下：- 協調統一的法律檔案（即歐盟指令）規定的內容僅限於產品的基本要求，以利於產品在歐盟範圍內自由流通；
- 歐盟協調標準包含了指令的基本要求；
- 歐盟協調標準和其他標準的適用是自願的，產品可以選擇適用歐盟協調標準，也可以適用別的的技術規範以滿足指令規定的基本要求；
- 產品滿足了歐盟協調標準當然地確認為滿足了指令的基本要求。
- 引入產品評估模組化概念，由評估模組組成產品評估程式，按照評估程式經評估合格的產品使用CE標誌；
- 引入統一歐盟協調標準、質量管理體系標準（EN ISO 9000系列）和評估機構的質量保證標準（EN45000系列）；
- 在歐盟的層次上、在各成員國之間建立評估機構認可體系和評估機構之間的比對機制；
- 在原來各國各自為陣的產品測試和認證領域建立互認機制；
- 簡化各成員國之間、各行業之間質量領域系統結構（如：計量和校驗系統、測試實驗室、認證和檢驗組織、認可組織）的差異；
- 利用互認協定、合作和其他技術協助項目，推動成員國之間、成員國與歐盟以外的國家之間的國際貿易。
CE標誌的目的是要提供實踐中確實可行的靈活的產品合格評估的途徑，以滿足全球經濟一體化趨勢下現代工業生產的多樣性。迎合產品研發、生產、流通的各個階段（如：設計、打樣、生產），產品評估模組分為技術檔案檢查、型式測試、質量保證，以及在實踐中由生產者或第三方機構完成評估。
產品在投放市場和投入服務前都必須滿足所有適用的歐盟指令的基本要求，選擇適當的產品評估程式進行產品評估合格後標記CE標誌。凡是標記CE標誌的產品都認為已經滿足了歐盟的所有指令，各成員國必須採取積極措施保證其在單一市場自由流通，除非有明確的證據表明該產品並不滿足適用指令里的基本要求，或該產品存在尚未被現有指令規定的某種顯著危險。
評估模組中規定由第三方機構作為評估機構進行產品符合性評估的機構必須是歐盟成員國指定的、按照審核程式審核通過的公告機構。Advantica就是其中的一個公告機構，公告號碼為0087。
歐盟指令
目前，適用CE標誌的歐盟指令共有二十幾個（如：低電壓指令LVD、電磁兼容性指令EMC、燃器具指令GAD、鍋爐能效指令BED、機械指令MD等）。這二十幾個指令均包含以下內容：- 產品範圍
- 產品投放市場和投入服務的規定
- 產品的基本技術要求
- 在單一市場自由流通的規定
- 標記CE標誌的產品被當然地認為滿足指令基本要求的規定
- 保護性條款
- 產品評估模組和由模組組成的產品評估程式
- 公告機構和CE標誌的規定
一個產品在投入歐盟市場銷售或投入使用之前，產品標記CE標誌，往往涉及多個歐盟指令的要求，燃氣具產品也不例外。比如，燃氣燒烤爐和燃氣灶具必須滿足燃氣具指令（GAD）的要求；使用市電的電子控制燃氣烤箱必須滿足燃氣具指令（GAD）、低電壓指令（LVD）和電磁兼容性指令（EMC）的要求；使用市電的電子控制燃氣熱水器和電子控制燃氣鍋爐必須滿足燃氣具指令（GAD）、低電壓指令（LVD）、電磁兼容性指令（EMC）和鍋爐能效指令（BED）。所以，一款燃器具產品的CE認證要考察以下三個問題：
1. 產品適用哪個或哪幾個歐盟指令？
2. 這些歐盟指令規定的產品評估模組和由評估模組組成的產品評估程式是怎樣的？
3. 產品需要分別符合哪些歐盟協調標準才可以當然地認為分別滿足了這些歐盟指令的要求？
燃氣具產品適用的歐盟指令
燃氣具指令——毋庸置疑，燃氣具產品肯定適用歐盟燃氣具指令（GAD）。燃氣具指令包括的產品範圍為：以氣體燃料為主要能源用於烹飪、加熱、熱水、製冷、照明或洗滌的器具及用於這些器具的安全控制部件或組件，如果器具含有水來工作，則水正常工作的溫度不超過105OC。純工業過程用途的燃氣燃燒設備不屬於燃氣具指令範圍。鍋爐能效指令——以液態燃料或氣態燃料為主要能源、以水為熱傳遞媒介、額定輸出功率在4kW和400kW之間的器具為鍋爐能效指令的產品範圍。一般燃氣熱水器、熱氣壁掛爐都適用鍋爐能效指令。
低電壓指令——額定輸入電壓在50～1000Vac或75～1500Vdc的普通電器產品均應適用低電壓指令的要求。燃氣具產品如果使用了市電給控制電路供電，則該產品同時也要滿足低電壓指令即電氣安全的要求。
電磁兼容性指令——普通電器產品均適用電磁兼容性指令。燃氣具產品如果使用了控制電路控制燃氣供給，不管這個控制電路是由市電還是乾電池供應電能，產品都應該滿足電磁兼容性指令的要求。
燃氣具產品符合性評估模組和由模組組成的評估程式
燃氣具指令——燃氣具指令包含的評估模組有六個，分別稱之為：模式B、C、D、E、F和G。由這些模組組成的評估程式有五種，根據產品生產的實際情況和廠商的選擇，五種評估程式中的任何一種都能取得CE認證。以流程圖的方式可以右上角的圖表示。
鍋爐能效指令——類似於燃氣具指令，但少了模式F和G。共有四個模組：模式B、C、D和E，三個由評估模組組成的評估程式：B-C、B-D和B-E。
低電壓指令、電磁兼容性指令——均可以適用自我聲明的方式取得CE標誌，但要有相關的產品技術資料備查。
