《第二屆黃河國際論壇論文集:維持河流健康生命(英文)》主要內容：黃河國際論壇是水利界從事流域管理、水利工程研究與管理工作的科學工作者的盛會，為他們提供了交流和探索流域管理和水科學的良好機會。2003年10月21日，黃河水利委員會在中國鄭州成功地舉辦了首屆黃河國際論壇。會議共有32個國家和地區的350多位專家學者出席，收到論文258篇，出版了五冊論文集。與會領導、專家、學者圍繞著“21世紀流域現代化管理模式與管理經驗、流域管理現代技術套用”的中心議題，進行了廣泛的交流與對話，交流發表了許多具有創新價值的學術觀點和先進經驗，並確定了第二屆黃河國際論壇的中心議題，對流域管理工作起到了積極的推動作用。
自2002年第10月第一屆黃河國際論壇會議結束後，論壇秘書處即開始了第二屆黃河國際論壇的籌備工作。自第一號會議通知發出後，大約收到了來自52個國家和地區的700多位決策者、專家、學者的論文350多篇。總共有280篇論文在本次會議的49個分會場和6個大會會場上作報告。選出的論文，根據其內容，全部編入如下五冊論文集中：
第一冊：包括55篇專題A和專題B的論文；
第二冊：包括58篇專題B的論文；
第三冊：包括56篇專題B和專題C的論文；
第四冊：包括53篇專題C和專題D的論文；
第五冊：包括58篇專題D、專題E和專題F的論文。
在12個相關專題會議（As-Ls）宣讀的論文，根據其相關內容，也分別編入以上五冊論文集中。
