中國圖書對外推廣計畫

中國悠久的歷史文化、壯麗的自然風光、獨特的風俗人情以及日新月異的變化,吸引著越來越多的外國朋友的眼球。他們有的人來到中國,通過自己的所見所聞親身感受中國,有的人通過報紙、雜誌、網際網路等渠道獲取中國的信息。圖書作為最傳統、最廣泛、最普遍的文化載體和溝通橋樑,可以讓各國讀者更完整、更真實地了解和認識中國。“中國圖書對外推廣計畫”正是中國政府基於此宗旨,通過資助出版中國的圖書和向國外圖書館贈送圖書,讓世界各國人民更好地了解中國而採取的一項舉措。

簡介

“中國圖書對外推廣計畫”起源於2004年中法文化年。當年3月中國作為主賓國參加了第24屆法國圖書沙龍。由國務院新聞辦公室提供資助,法國出版機構翻譯出版的70種法文版中國圖書,在沙龍上展出並銷售,受到法國公眾的熱烈歡迎。在短短6天中,被譯為法文的中國圖書約有三分之一售出。這是法國出版機構首次大規模地翻譯出版中國圖書,並進入主流銷售渠道銷售。資助活動表明了中國政府以圖書為媒介向世界介紹中國的積極態度,拓寬了外國了解中國的渠道和視野。

基於上述資助模式的成功,2004年下半年國務院新聞辦公室與新聞出版總署在此基礎上啟動了“中國圖書對外推廣計畫”。

2005年,我們與英國、法國、日本、美國、澳大利亞、新加坡等國的10餘家出版機構簽署了資助300多萬元人民幣、出版170多種圖書的協定,其中一些圖書已經陸續出版發行。

2006年1月國務院新聞辦公室與新聞出版總署在京聯合成立了“中國圖書對外推廣計畫”工作小組。工作小組實行議事辦事合一的工作機制,辦公室設在中國圖書進出口總公司。工作小組成員單位包括中國出版集團、中國國際出版集團、中國科學出版集團、北京出版社出版集團、上海世紀出版集團、廣東出版集團有限公司、山東出版集團、湖南出版投資控股集團、遼寧出版集團、重慶出版集團、鳳凰出版傳媒集團、四川出版集團、浙江出版聯合集團、吉林出版集團、外語教學與研究出版社、北京語言大學出版社、北京大學出版社、清華大學出版社、五洲傳播出版社、新聞出版總署信息中心等國內知名出版機構。

2006年,工作小組將不斷加大對“中國圖書對外推廣計畫”的宣傳推廣,目的是讓更多的國內外出版、發行機構了解這個計畫,並參與其中。同時將積極組織推薦圖書參加國際書展,組織工作小組成員單位出訪,考察國外類似計畫的實施情況,向國外出版機構宣傳介紹“中國圖書對外推廣計畫”。

國內出版單位每年分兩次集中向“中國圖書對外推廣計畫”工作小組辦公室推薦圖書,第一次為1月初~2月底,第二次為7月初~8月底,也可以根據需要隨時向工作小組辦公室推薦。推薦圖書的範圍主要為:反映中國當代社會政治、經濟、文化等各個方面發展變化,有助於國外讀者了解中國、傳播中華文化的作品;反映國家自然科學、社會科學重大研究成果的著作;介紹中國傳統文化、文學、藝術等具有文化積累價值的作品。

“中國圖書對外推廣計畫”工作小組將每年出版《“中國圖書對外推廣計畫”推薦書目》,利用書展、媒體、網站、雜誌等各種渠道向國內外出版機構介紹推薦圖書。

各出版單位在本單點陣圖書被選入《“中國圖書對外推廣計畫”推薦書目》並與國外出版機構或著作權代理機構談妥著作權轉讓事宜後,與購買著作權的國外出版機構協商確定一方負責資助申請。

國內出版單位申請資助時,需填寫《“中國圖書對外推廣計畫”資助申請表》,附國外出版機構法律證明檔案和著作權轉讓協定複印件,向“中國圖書對外推廣計畫”工作小組提出申請;國外出版機構申請資助時,也需按照上述要求,填寫並提供相關材料,通過中國駐外使領館、著作權代理機構或直接向“中國圖書對外推廣計畫”工作小組提出申請。未列入推薦書目的圖書,在轉讓著作權後,也可按照上述程式提出申請。

工作小組將對資助申請進行審查,凡符合資助條件的,國務院新聞辦公室將與申請單位簽訂《資助協定書》。

《資助協定書》簽訂後,國務院新聞辦公室將撥付全部資助費用的50%,待所資助圖書正式出版後,出版機構須提供樣書若干冊,國務院新聞辦公室再撥付其餘的資助費用。

向世界說明中國,讓世界各國人民更完整、更真實地了解中國一直是“中國圖書對外推廣計畫”的宗旨。我們將不斷豐富“中國圖書對外推廣計畫”的內容,打造圖書著作權貿易出口和實物出口兩個平台,讓“中國圖書對外推廣計畫”成為連通中國與世界的紐帶。

CBI Project (China Book International)

China, with a long history, brilliant culture, splendid nature and unique custom is now changing with each passing day and it has become a focus of attention in the international world. People of different cultures are having a stronger desire to know more about China, either by personal experience or through media such as newspapers, magazines and internet. Yet, as the most traditional and widespread carrier of culture and tool for communication, books enjoy a capacity to help readers to learn and understand China more factually in a more integrated dimension. Thereupon, China Book International launched by Chinese government was an act based on this purpose, and the government subsidized publication of Chinese books and complimented away Sinic works to libraries abroad in order that people all over the world could better understand China.

China Book International dates back to China-France Culture Year in 2004, when China took part in the 24th Book Salon of France as a guest of honor in March. 70 kinds of Chinese books in French edition staked by the News Office of the State Council of China and translated and issued by French publishers received a warm welcome in the exhibition in the Book Salon. 1/3 of the French-Chinese books were sold within the short period of six days. It was the first time when French publishers translated Chinese books on a large scale and sold Chinese books through the mainstream distribution channels. The program in France indicates the active attitude of Chinese government to introduce China to the world by the agent of books, and it has undoubtedly broadened the channels and horizon for the world to know China.

Grounded on the success of the forementioned model, the News Office of the State Council of China and the General Administration of Press and Publication launched China Book International in the later year of 2004.

In 2005, we subscribed agreements of 170 kinds of books with financial support of 3 million yuan RMB with over 10 publishers in Britain, France, Japan, the United States, Australia and Singapore, some of which have been brought to press in succession

A working party for China Book International was established in January, 2006 by the State Council of China and the General Administration of Press and Publication. The working party works in an office situated in China Book Import & Export Corporation by a system in which discussion and execution are dealt with together. The members in the working party include units such as China Publishing Group, China International Publishing Group, China Science Publishing Group, The Beijing Publishing House Group, Shanghai Century Publishing Group, Guangdong Provincial Publishing Group Ltd, Shandong Publishing Group, Hunan Publishing Investment Holding Group Company Ltd, Liaoning Publishing Group, Chongqing Publishing Group, Phoenix Publishing & Media Group, Ltd, Sichuan Publishing Group, Zhejiang Publishing United Group, Ji Lin Publishing Group, Foreign Language Teaching and Research Press, Beijing Language and Culture University Press, Qinghua University Press, China Intercontinental Press, the Information Center of the General Administration of Press and Publication and other famous national publishing organizations.

In 2006, the working party will further publicize and popularize the project in order to make it known to more publishers home and abroad and encourage them to join in the project. We’ll actively recommend books to be displayed in the international exhibitions and organize visits abroad for the domestic publishers to investigate the analogous programs so as to learn about their counterparts’ practice and implementation.

The domestic publishing units are expected to mass-recommend books to the working party twice a year. The first submission is handled from early January to the end of February and second, from early July to the end of August. Recommendations can also be given at any time accordingly. Books to be commended should be primarily about the changes in the fields of politics, economy and culture in the contemporary era of China, about the great research productions in China’s natural science and social science and about the valuable writings on Chinese traditional culture, literature and art.

The working party of China Book International will issue The Recommendation Bibliography for China Book International annually and will utilize agents such as book fairs, media, websites and magazines to introduce books to publishers home and abroad. After their books are fixed to enter into The Recommendation Bibliography for China Book International and the alienation of the copyrights is negotiated, each publishing unit should discuss with their foreign buyers and decide who is to apply for the subsidy.

A domestic publishing unit is required to apply to the working party by filling in an application form for the subsidy attached with a testified legal document of the oversea publisher and a copy of the agreement on the copyright-alienation. When oversea publishers make an application, they should also make out the above-mentioned form and provide the interrelated papers. They may apply through the Chinese Embassy, the Chinese Consulate or the copyright agencies in their countries. They can also apply directly to the working party. Application can be made for the works that haven’t been listed in the recommendation bibliography as well after their copyrights are attorned. And the procedure is just the same as mentioned.

The working party will check up the applications. Once an application accords with the qualifications for the stake, the State Council Information Office will sign the Subsidy Agreement with the applicant.

After the Subsidy Agreement is signed, the State Council Information Office will appropriate 50% of the entire sum. The rest part of the stake is to be allocated to the publisher after the subsidized book is issued in due form and some sample copies are provided.

It has always been the tenet of China Book International to illuminate China in the world and make her known to the different nations fully and truly. We will constantly enrich the project and ensure the trade of the book-copyrights and the export of the books. We are sure that China Book International will be a bridge linking up China with the world.

發展概況

“中國圖書對外推廣計畫”在“十一五”期間取得了長足進步,截至2011年3月,已同美國、英國、法國、德國、荷蘭、俄羅斯等54個國家322家出版社簽訂了資助出版協定,涉及1558種圖書,33個文版,資助金額超過8100萬元。。“中國文化著作翻譯出版工程”2010年共資助14個系列,202種圖書,合計資助金額2600多萬元。工作小組成員單位由最初的20家增至現在33家。 國務院新聞辦公室副主任王仲偉說,講清楚“中華文化是什麼”,加大力度進行文化創新和內容創新,回應世界對中國和中國文化的期待;講清楚“中華文化對當代中國發展有什麼影響”,回應國際社會對中國快速發展的關切;講清楚“中華文化給世界帶來什麼”,使得中華文化在重大的全球議題面前,能給出其解釋並有所貢獻,是“中國圖書對外推廣計畫”今後的工作重點。

新聞出版總署副署長鄔書林表示,“中國圖書對外推廣計畫”在過去五年取得了顯著成績,有五條經驗值得總結:一是始終堅持政府資助、企業運作的運行機制;二是緊密結合中國出版的年度主題工作,講求出版規律,體現“走出去”產品的文化水準和創新性;三是著重翻譯反映當代中國的文化精品力作,特別是一些文學作品;四是不斷挖掘傳統文化的深厚內涵,是出版“走出去”始終倚重的文化根基;五是切實加強國際合作以及和周邊國家的文化交往。

“中國圖書對外推廣計畫”工作小組於2010年8月28日9:00—11:30在北京漁陽飯店會議室(紫金廳)舉行2010年“中國圖書對外推廣計畫”外國專家座談會,由中國出版集團公司總裁聶震寧對話美國聖智學習出版集團總裁、CEO 羅納德· 唐恩。

“中國圖書對外推廣網” 是“中國圖書對外推廣計畫”中英文雙語官方網站,是中國文化產業“走出去”戰略下的重要實施項目。網站由中宣部、國家新聞出版廣電總局主辦,中國出版集團公司承建,於2007年3月6日正式開通。CBI網站先後於2010年、2011年、2012、2014年在全國新聞出版業網站年度評比中,以其豐富的內容資源,廣泛的行業影響力,中英文雙語的特色,榮獲“最佳服務網站”“優秀網站”等稱號。
