1962年12月31日生於四川省德陽市；1980年畢業於四川省萬源市萬源中學；1981年-1998年在中國建築第二工程局工作，其間1983年9月-1987年7月北京城市建設學校工業與民用建築專業學習， 1991年3月-1995年6月參加北京市高等教育套用數學專業自學考試，獲本科文憑和北京大學頒發的學士學位；1999年4月考入北方交通大學，師從劉彥佩教授攻讀博士學位研究拓撲圖論與組合地圖； 2002年3月完成博士論文《論曲面上給定基礎圖的地圖》（A census of maps on surfaces with given underlying graphs），同年11月獲得博士學位；2003年6月起在中國科學院管理、信息與決策研究室從事博士後研究工作，2005年5月完成博士後報告《論地圖與Klein曲面的自同構》（On Automorphisms of Maps and Klein Surfaces）。2007在美國創辦《International J.Mathematical Combinatorics》學術期刊並任主編。
研究工作涉及Smarandache幾何、現代微分幾何、組合地圖、圖論、運籌學和理論物理等多個領域，先後在國內外一些著名刊物，如《Graphs and Combinatorics》、 《Australasian J.Combinatoric》 、 《J.Appl.Math & Computing》、《JP J.Geometry and Topology》、《Acta Mathematica Sinica》、《Magna Scientia}》、《International J. Mathematical Combinatorics》、《數學物理學報》、 《運籌學學報》、《中國公路學報》、《建築技術》和《建築安全》等學術期刊上發表論文五十多篇，在美國出版過兩本數學學術專著、兩本數學、物理論文集，在英國出版一本數學論文集。
